A community of people whose access to political, financial, or social power and resources has been markedly limited regardless of the size of the population. Due to perceived differences, these groups are often positioned as outsiders to dominant norms, placed in a subordinated position in a normative social hierarchy and excluded and disempowered by the more dominant and privileged population group(s).
