COVID-19 Emergency Support Fund for Indigenous and equity-seeking groups, collectives and organizations

This video is for Deaf and Hard of Hearing collectives, groups and organizations.

It provides general information on Phase 2 Canada Council’s COVID-19 Emergency Support Fund. You can learn more about phase 1 on our webpage: https://canadacouncil.ca/funding/strategic-funds/covid-19-emergency-fund.

Phase 2 of this funding is aimed at groups, collectives and organizations that have self-identified with one or more of the four designated priority groups:

The pandemic has revealed the inequities, and barriers that persist in our society. The arts sector is not exempt from these sad realities. This second phase of emergency funding recognizes the unique contexts of these four groups and the barriers they face.

In this video, when giving an example, we will focus on the Deaf community.

Here is how the phase 2 of the Emergency Support Fund works:

Canada Council will contact eligible Deaf arts groups, collectives and organizations the week of July 13th by email who meet certain other conditions.

Here are the other conditions.

  • Groups that received eligible Council funding between April 2017 and June 2020;
  • Organizations whose project was recommended for eligible Council funding between April 2017 and June 2020;
  • Organizations that received eligible Council funding between April 2017 and June 2020, and that declined Phase 1 funding.

Eligible Council funding refers to core or project funding from any Canada Council program, fund or special initiative with the exception of Commission internationale du théâtre francophone (CITF) funding and funding awarded through prizes or the Canadian Commission for UNESCO. This emergency funding is to support business continuity and complements economic measures already announced by the Government of Canada.

To receive this funding, the representative of your collective, group or organization will be required to complete and submit the Grant Acceptance Form.

The Grant Acceptance form will be in the Council’s online funding portal and will include a declaration confirming that:

  • For Deaf collectives and groups: your mandate or purpose, group structure, artistic activities, and choice of artists reflect and support the Deaf community.
  • For Deaf organizations: the majority (i.e. 51% of more) of your regular activities, artistic content and financial and human resources are dedicated to the Deaf community.
  • The activities of your collective, group or organization has been or will be negatively impacted by COVID-19.
  • Your collective, group or organization has not received Phase 1 emergency support funding from a participating funding Department or Agency (Canadian Heritage, Canada Council for the Arts, Canada Media Fund or Telefilm Canada).
  • Your collective, group or organization will only receive Emergency Support Funds from one participating funding Department or Agency (Canadian Heritage, Canada Council for the Arts, Canada Media Fund or Telefilm Canada).

You must formally acknowledge that you accept this funding in the portal by Friday, August 28; otherwise this funding will be cancelled.

The amounts allocated are formula-based and no appeals will be granted.

If you have any questions about the process, please contact the Emergency Fund Team by email: emergencyfund@canadacouncil.ca

For VRS calls, please email us first to schedule a call. We can also support longer conversations with your preferred sign language interpreter in ASL or LSQ. As always, we will cover these interpreting costs.

We aim to answer all questions as soon as we can, but this could be affected by the volume of requests and the availability of staff and interpreters. We thank you in advance for your patience.

We hope that this emergency funding will provide your collective, group or organization with much needed support during this difficult time.
