Background
The role of the Capacity Building Program for Aboriginal Arts Organizations is to provide strategic support to Aboriginal arts groups, collectives and organizations. This support is intended to assist them in developing their administration, financial management and governance structures. The program also provides opportunities for organizational development and professional development.
The Capacity Building Program is composed of the following three components. (See the Summary of Components of the Capacity Building Program for details on each one).
- The Flying Eagle
- Capacity Building Program for Aboriginal Arts Organizations: Project Funding
- Capacity Building Program for Aboriginal Arts Organizations: Multi-year Project Funding

Program Description
Within the Multi-year Project Funding component, there are two categories of funding: Established and Emerging.
Established funding provides support to Aboriginal arts organizations that already have a permanent infrastructure in place. It is for organizations that want to improve their administration, financial management and governance in ways that will lead to long-term sustainability.
Emerging funding provides support to Aboriginal arts groups, collectives and organizations that are committed to building a permanent infrastructure by improving their administration, financial management and governance.
Note that Multi-year Project Funding grants from this program are not operating grants. They do not replace operating or project funding from Canada Council programs in specific arts disciplines.

Eligibility
Eligible Applicants
Your organization is eligible to apply to this program if it is an Aboriginal arts organization that has received project funding from the Canada Council for the Arts in the past. Organizations currently receiving operating funding from the Canada Council are also eligible.
Note that Multi-year Project Funding applicants may apply to The Flying Eagle component (to the 1 May 2009 deadline) for funds to assist with the development of a three-year planning exercise necessary for the Multi-year Project Funding application. Please refer to the application guidelines for The Flying Eagle component.
Established Funding
To be eligible to apply for Established funding, your Aboriginal arts organization must meet at least five of the following criteria. It must:
- have been in existence for at least five years
- have received at least two grants from the Canada Council for the Arts
- have received support from provincial, territorial or municipal arts funding bodies
- maintain year-round operations
- have at least two permanent staff positions
- have received professional recognition for its leadership in Aboriginal arts
- have an overall, annual budget of over $100,000.
Emerging Funding
To be eligible to apply for Emerging funding, your Aboriginal arts group, collective or organization must meet at least five of the following criteria. It must:
- have been in existence for at least two years
- have received at least one grant from the Canada Council for the Arts
- have received support from provincial, territorial or municipal arts funding bodies
- show a commitment to both a mandate and programming activities that focus on Aboriginal artistic practices
- have at least one staff position
- have created, produced or publicly presented at least two professional arts activities
- have an overall, annual budget of less than $100,000.
Eligible Activities
Proposed activities must advance or develop organizational strength beyond your organization’s current operational level. Funds may be used for the following activities:
- general management and administration
- human resources management
- governance and board development
- financial management
- revenue diversification and development
- marketing and audience development
- community outreach.
Some examples of specific eligible activities are:
- improving governance through the exploration or implementation of traditional Indigenous governance models
- implementing a community outreach strategy
- hiring basic or additional staff
- improving your organization’s use of technology
- improving financial management systems.

Grant Amount
Established: You may apply for a maximum of $30,000 per year, for three years (2009-2012).
Emerging: You may apply for a maximum of $20,000 per year, for three years (2009-2012).
Your organization may not be awarded the full amount that you request.
Note that the Canada Council does not provide retroactive funding. In other words, grant funds cannot be used to cover expenses that occur before the application deadline.
